Dwarven War Axes and TWF question

Is it possible to use TWF with Dwarven War Axes as a Dwarf? I have a Dwarven Ranger with TWF and over-sized weapon and yet I am only getting 1 damage bonus which I thought I should be 2 bonuses.
My stats are:
STR: 16
DEX: 15
Con: 14
INT: 12
WIS: 10
CHA: 8

Any reason for this happening?

If I understand what you are saying...

Your off (left) hand will always get only half your Str bonus to damage.

And there are penalties to attack for everyone using two weapons, except Tempest IIIs.

The feats lower the attack penalties but do not remove them entirely.
