I pulled a +2 tome in a quest much lower than 17 last night as well.

Given the fact that +2 tomes are now a permanent part of the ddo store, having it be possible for them to drop closer to their required lvl seems reasonable.

On the contrary... I seen no less that six +2 tomes possibly quite more drop in the Von 4 lava-pit/acid chest in 2005/2006. :)

Fact, +2 tomes were dropping in places like von 2-4, threnals etc... any level 8+ quest back then. My original Emili sported one before ever getting to a real raid. ;)

When the developers were speaking about introducing 1750 favor and 32 point builds one of the discontentions among the player base was - the character who garnered the favor remained 28 points and seemed like became dated ... the Developers then offered that character a +2 tome as a character reward for the efforts. In that light people mentioned +2 tomes dropped in places like von 2-4, XC, Threnals, etc... and the designer's reaction was - well they should not be... thus the loot tables were changed.

Revisting this now... the ml use on a +2 tome now is seven, One thing I may wonder is if so is now it a level seven item?

I see nothing wrong :) Other than a place to go farm. I've never seen a TOME in my chest yet, of any kind.

Being as lots of +2 tomes dropped (for people other than me) long before the Vale was implemented in DDO, it would make sense to see it in higher level quests.
