Should be from Velah, since its along with the Epic VoN quests...

This shows the developers do listen. In several threads about a year or so ago the players thought that Velah should drop red scales. Fast forward a year later and she will be dropping red scales.

She's not dropping red scales but red scale armor on epic.

I don't think it's going to be the armor itself. A little bit I did, then I saw:
