From the Two Handed Feat description:
Also grants a small chance for weapon effects to trigger on glancing blows
I'm currently at the point that I've observed in the tens of thousands of glancing blows (have THF->GTHF), and I have yet to observe a glancing blow resulting in a visible weapon effect being triggered (e.g. paralyze, destruction, deception, etc).
I exclude things like weakening and maldroit because there seems to be some doubt as to whether non-visible glancing blow triggered effects would show up in your damage stream.
However, the fact that clearly visible weapon effects aren't being triggered indicates that either Turbine couldn't figure out a bug free way to make the above part of the feat work, or the probability of a glancing blow triggering an effect is in the ball park of 0.01% (1/10000) with GTHF.
Is there confirmation out there that effect triggering is disabled as a bug, known feature? And will they ever fix it as the only thing you get for burning 3 feats on this change is going from:
No Feat = 2.5 dmg/glance (avg)
THF Feat = 4.5 dmg/glance
ITHF Feat = 9 dmg / glance
GTHF Feat = 15 dmg / glance
[all numbers based on my str based toon, and are averages (GTHF right now i'm getting ranges from 10-20, so 15 average)].
TBH unless you're re-enacting 300, there's probably way better feats to take to replace ITHF and GTHF. Of course you could always switch to TWF which isn't broken.
For Detractors and Claims That Glancing Blow is Not Broken
Turn off soft targeting in the options. Turn on auto attack. Get mobbed and swing. Post video showing at least 1 effect being triggered that isn't on the target you are both targeting and facing, and coincides with a glancing blow hit. That would be what is commonly called proof.
