Is this always active, or only when actively blocking?

You get more than just your shield dr when you block. You also get a bonus based on your level/2. A level 10 wizard with a dr 6/- shield gets 11 points of dr when they block and 0 when they don't (unless they have other items or abilities that grant dr). :))

It's much more complicated than that. Also, the formula uses your Base Attack Bonus, not your level.

Not true. He'd get 6 (from the shield) + 2 (standard, constant bonus just for having a shield) + 2 (half his BAB, dropping fractions). That's only 10. Furthermore, that 10 is only versus melee. Against ranged attacks, he'd get only 5.
