I have noticed the slowest part of combat is turning to face a new threat/target. Turning jus seems to take forever, and several hits can be landed on you while you slowly spin.
Is there anything I can do to increase the movement speed of turning?
Just to be clear on what I mean, using the [A] and [D] keys.
Or is there a different way I should be turning?

Alternatively you can hold the right mouse button to swing the camera (and your character).
Lastly you can enable mouselook mode, but that may not be to your preferences.

You should be using the mouse to turn, although there's probably a slider to increase the keyboard speed.

I use the right mouse button to turn. I'm always looking in every direction as I play.

Press T and it will put you in mouse look mode. This way, where ever your point your mouse is where your character will look (turn).

I've known about mouse look, but don't particularly like using it. I'll try adjusting the turn setting. Thanks.

I can't stand mouse look mode, also.
Much easier to only have it turn when I hold the mouse button down.

Ive always played ddo like an fps while moving around the city and in combat... But thats just me.

Keyboard turners have a special place in my heart. I used to be a keyboard turner, until I discovered the power of mouse turning. Do yourself a favor and learn how to use mouse turning effectively. I think you'll find that once you give it a serious chance, it will feel much more natural and comfortable, as well as having the added benefit of increasing your combat capabilities through player skill.
