Are there any issues with binding and attuning a Tier 3 weapon these days?

No problems with it. The only reason to do it is to add a ritual (and many people add force to GS T3 weapons for that giant extra +1 to damage)

Not sure what problems you're referring to, but unless you're planning on a particular ritual, I don't see why you'd care to. It's bound already (so no perm. damage), so you're just preparing (attuning) it to receive a ritual.

Not having done the ritual on one, is there any problem with doing the ritual on a blank or before you finish the third tier? Will upgrading it remove the ritual? I don't think so, but I wanted to get definitive answer before blowing the Luminescent Dusts.

Nope, slap it on as soon as you want.

I have put on the alchemical rituals on all my weapons as soon as the blanks are made and have had 0 problems. It is nice to get that extra damage on asap.
