Did they change the VON timer?

Or am I just...well stupid comes to mind.

Finished the raid on a toon yesterday, went to join a PUG today to rerun Von 1-4 and it won't let me enter Von 1.
Can't abandon the quest until the timer expires, but I'm sure I've run Von 1-4 right after the raid before.

Didn't you used to be able to do this or am I simply confused?
Or can most of you do it and Velah's just messing with me.

Hmmm ... I always remember that you can't VON flag until the raid timer expires ... you can run the quests, but they won't count towards your flagging so maybe that's what you did before.
