Seems no one knows for sure and every time it's asked in game there is an argument, when do the coins stop dropping and will the Jester be available for a bit after?

Whenever they decide to turn it off. There has been no announcement and any dates people give are just conjecture, based on past occurrences perhaps, but still conjecture.

From what I recall they've always announced in advance when the Jester would be leaving and he was around for 1-2 weeks after the coins stopped dropping.
