Are they effected by Empower and Max? I have noticed they are effective by Potency and such.

I do believe potency and devotion work on healing ki finisher. I haven't found a free slot to drop in either to test it personally. I have also heard that potency works on the fire-fire-fire finisher.

Potency works on Dragons Breath and Healing Ki

Devotion items works on Healing Ki only...
