Level Cap increase as end loot

At 2nd or 3rd level i got an end loot out of Kobald's New Ring Leader to increase my level cap to 8. I got the same reward/same quest with a second character, so I assume there are certain quests that give this. Anyone know where to find similar rewards for the next bump in level cap?

I should also add that i have been away for a year and only came back because i heard it was free, so any insight/information you can pass on to me about this getting stuff for free would be great!!!
