I am dusting off an old 17.4 level rogue, kitting him out with the goodies to reach level 20, so that I can be reborn as a monk. Here is what I'm thinking:
Halfling pure Monk
20 STR (12+2tome+6item)
26 DEX (16+2tome+2enh+6item)
22 CON (14+2tome+6item)
10 INT (8+2tome)
32 WIS (18+2tome+5levels+3enh+6item)
8 CHA
feats
1 twf/power attack (start w/dodge, swap after tome)
2 /weapon finesse
3 rogue past life
6 toughness/stunning fist
9 itwf
12 IC:blunt
15 gtwf
18 skill focus concentration or cleave
Path: light
Skills: concentration, balance, jump, some spot
Enhancements: not sure, probably use clickies for restores and raise dead rather than spend a lot of AP on that
...........................
Questions
Is my DEX high enough?
Is my STR high enough?
Is my WIS too high?
Am I missing any important feats?
How should I spend my AP?
Please help with some suggestions,
Thank you

Looks ok, I expect you'll be in Air stance most of the time putting you to 30 dex. Take the halfling Cunning/Guile lines for the flanking bonuses to hit/damage and Unbalancing Strike so you get them most of the time.
Swap when you take Stunning Fist and Power Attack. You won't be able to hit anything with PA on until later and Stunning Fist works very well on kobold shaman.
EDIT: Do you know if the Rogue Past life clicky is timed or a stance like Stalwart Defender?
* Past Life: Sneak of Shadows
o You recall more about your past life as a rogue.
o You have +1 to all skills and three times per rest you can skulk with the skill of your past life, gaining bonuses equal to your level to your hide and move silently skills, a +1 bonus to sneak attack damage for every two character levels, and a +1 bonus to hit with sneak attacks for every four levels.
+10 Sneak Attack Damage and +5 to-hit is a nice boost if it lasts a decent amount of time!

20 STR (12+2tome+6item)
26 DEX (16+2tome+2enh+6item)
22 CON (14+2tome+6item)
10 INT (8+2tome)
32 WIS (18+2tome+5levels+3enh+6item)
8 CHA
If you drop Wis to 16, you'd lose a little ki, 1 concentration, 1 AC and 1 DC on wisdom attacks. You could then bump Con to 16, gaining +1 fort, 20hp @ lvl 20, and more importantly, access to Grandmaster Earth with a +2 tome.
You'd still have 2 pts left, either str +1 (qualify for power attack without a tome) or int +2, netting another skill point.
For enhancements, the halfling cunning/guile fit well with your past life. For an animal path, I like Monkey (ignore most DOT damage), but Crane and Tortoise are also useful.

Something like this?
10 GM air
10 GM water
10 GM earth
1 Disciple fire
12 Wisdom
6 Animal path Monkey III
1 Fists of Light
1 Unbalancing strike
10 Cunning
10 Guile
6 Dexterity
3 Racial Toughness II
80 AP
Hmm......I better hope for a +3 WIS tome by the time Monk PrE's come out. If I drop 1 point of WIS and 10 HP I would have 8 AP to buy whichever worthless prereqs there are for Ninja.

Not sure exactly what the difference between strike of the enduring III and strike IV are. The release notes, DDO.com and the enhancement trainer all say something different.
To take GM earth I would drop Animal path IV I guess, changes above.

How would dropping Wis lower Concentration? It is a Constitution based skill.
