How many Evil Outsiders does one encounter?

I have seen a lot of KotC builds around here, and I understand that they are very nice at endgame raiding. However, I'm somewhat curious if you encounter many evil outsiders in the free to play content. If so, at what level would that be, and how predominant are they?

There isn't any free content above level 12, so they aren't too common, but -every- release after the Twilight forge features a substantial number with the exception of Gianthold and Reaver's Reach.

Further, right now kotc damage inexplicably works on undead.

There's little reason to take kotc enhancements before level 12-14ish, and equally little reason not to after that.

Ruins of Threnal and Demon Sands feature moderate numbers of EO: not every mob is, but the hard ones are.

Vale of Twilight/Devil Invasion (which provides 3 raids) and Devils of Shavarath are almost exclusively EO, and comprise about 80% of DDO/'s endgame.
