So, Dwarven TWFer, Dwarven Axes, probably Heavy Armor. What should my class loadout be? Fighter (Kensai) 20, Fighter (Kensai) 12/Ranger (Tempest) 8, or Fighter (Kensai) 12/Ranger (Tempest) 6/Something Else 2?

Why Rogue? The sneak attack? Evasion's no good in heavy armor.

Exactly, and if you dont have evasion, dont splash at all. You get the 10% at endgame on a fighter, and the Kensai crits. So you get the best thing the ranger splash offers already, and more. You can pay for the TWF feats yourself.
