Can you transfer "bound to account" items to other characters via the shared bank account ?

I purchased the "Secretive Black Hood" on Halloween currently in the bank of my barbarian (bought it for cosmetic alone). Since that time I've created a rogue who would benefit from that hood...

Also I notice it says "free to vips" so I'm considering subscribing instead of paying 18.99 for the points... /shrug

cant mail bound to account items, those can only be traded in the shared bank

The shared bank was recently on sale, so I popped for it. It was 20%off (just under
1200 points). So it seems likely it would go on sale again. Just for reference...
