How do I create a Lvl 4 Character from start?

I've purchased the ability to create Lvl 4 character from the start, I can't tell where I need to go in the character creation to make a Lvl 4 character.

Could some one please help?

U create the character. When u log in with that character, you will be on a special ship. Talk to the people on the ship to lvl to 4.
