For these first sets of runs, are you planning on going Normal, Hard or Elite or does it depend on the groups who get put together?

Hard is generally as low as I'd go. Elite is always preferential if someone has the ability to access it. But if the average level in the party is fairly low, and if the quest is fairly difficult (like some of the house K quests), normal would not be out of the question.
