This would be an unarmed build for fastest attack speed to use Sneak Attacks.

Looking back at it, I probably put points into Dex at level ups instead of str and grab Weapon Finesse instead of Power Attack. Also change the initial stats to 12 str and put those points into Dex/Con. Let me know what you think

I lied. Going full rogue instead, didnt notice the second capstone for 10% increased attack speed.

With a Monk, 1 level is not enough. You miss out on LoH as well as animal paths. I would just go pure or take a few more monks levels. Monks get optional abilities at 1,2,3 and 6. Rogues get optional abilities at 10,13, 16, 19. So, check out the compendium http://compendium.ddo.com/wiki/ and figure out which way would be better.

Also, as Monk uses Wis for AC, I would get a +2 Wis Tome as well as putting points into Wis. As you have it set now, your AC would DROP when you took the Monk .

While we are on stats, 16 is nice but not needed - 12 or 14 will be just fine. If you are worried about maxxing out Skill Points, take a human (+4 to skills at start and +1 per lvl) and you a wash on points. If you are worried about DPS, swap out Imp Tough (lvl 6) for Power Attack as you will want weapon finesse early. If you are worried about AC, take monk at 2nd lvl and the Wis AC bonus kicks in early. Also, Shield, Shield of Faith, Mage Armor and Barkskin will stack as long as you are unarmored

WELLL.... NEVER MIND!!!!
