I have TWF and handwraps from the tutorial, but when I hit "I" it does not show an off hand attack. I searched around the forums, but couldn't find anything definitive. Granted I have n ptience, so I may have just missed it.
Thanks!

Short answer: yes
Long answer: read this post (http://forums.ddo.com/showthread.php?p=2418836#post2418836) by Eladrin.
With greater twf you are still getting 4 animations, but you are getting 9 attack hooks.
In addition, monks do not suffer any offhand penalties when two weaping fighting: they get full STR bonus to offhand attacks rather than the half that other lesser classes have to suffer, and no -2 to attack.

Thanks for post! It was not seeing off-hand attack in the inventory screen that was confusing me.
