2h Weapon Question

So I'm working on a character that will be using 2h weapons and thought, "hey, let's do warforged, they get an enhancement for that." Looking at all my options, I'm curious; if I took Kensai, GTHF, and the wf enhancements for 2h weapons, how often could I hope to see special weapon effects on glancing blows? I'm not sure I'd go beyond 6 levels of fighter, so Kensai I would be about it. Would this be a case of "every other attack might proc"?

I haven't actually seen anything on this since before mod 9/Eberron Unlimited dropped, but I seem to remember some of the early info coming off of lamania going something like:

3% Base
3% Per THF feat picked up
3% per tier of Frenzied Barbarian or Kensai
3% per tier of Warforged enhancements taken

If (big if) this was/still is the case, 1 tier of Kensai, 3 feats, and 3 tiers of WF enhancement would net you somewhere around 24% proc rate, out of a possible 30.
