Currently investigating whether I need Over-sized Two-weapon fighting if I'm using rapiers. Not sure if I will benefit or not. Aren't rapiers considered light weapons?

Rapiers are finesseable but they are not light weapons. So using oversized two weapon fighting will benefit you when using a rapier in your off hand.

Two part answer.
1 - No, Rapiers are NOT light weapons, they are simply the exception to the rule for Weapon Finesse. This is a common misconception these days.
2 - Whether or not you "need" OTWF is a judgment call depending on your build, stats, etc, namely your attack bonus. In some, possibly many, cases you can do just fine without it due to having a large enough attack bonus to overcome the penalty. So, in short, yes you will "benefit" from it with Rapiers. Do you need it? That's another question that you'll have to do the math to determine.

At higher levels, particularly on full-BAB classes, your to-hit should be high enough that you can use dual rapiers without noticing the -2 penalty.
I'd recommend taking it at a low level if you want to use all rapiers while leveling and then drop it for something more useful later in life, but that's just my 2cp :)

you still need the feat if you want to drop the penalty from -4 to -2

thats wrong, rapiers arent light
only the fell rapier of ice from gop is a light one, the others are heavy ones
