There are no new randomly generated bracers or scepters that augment spell-casting.

Some of the Wizard set items have 1 minute clickies of Superior Efficacy 8; some Cleric ones have 3 minute clickies of Superior Ardor 8.

These are found in the new level 19 flagging quests; and also in the chests for Part 2 of Tower of Despair.

They do have 3 charge per rest, and they are instant cast clicky. It's more like a 9 mins superior devotion VIII and take you zero slot instead of 3 slot.
