when you make a character you "roll it up"
it is in reference to real early D&D when you rolled 3d6 dice to determine your starting stats.
if you died you then "rerolled" a new character.
The term reroll in DDO referes to a person who decides there character is "gimped" or just not doing what they wanted to do (or in the case of permadeath guilds - the character has died) so they delete it and make a new one.
aka "reroll" in reference to the old days :D

Creating a character is often referred to as "Rolling" a character. Rerolling is therefor remaking a character from the bottom up.
Rerolling simply means to make a new character.
Often times it means making a new character with similar features to your old character, for instance if you have a 5th level ranger who specializes in two weapon fighting, but you decide hes not versitile enough, you may "Reroll" that character with a level of rogue in order to give them some extra abilities.
More rarely, rerolling means erasing a current character and using the same name, while slightly altering its build. Otherwise the same as the aforementioned usage.

As they said, noting that the OP asked a good question that's never really explained to the uninformed.

My new word of the day ^_^ "Kids can do terrible things sometimes. But don't blame them, they don't know any better. They're just unkowledged"
