Try a bard.
Bards excell at stopping enemies in their tracks, with charm person, hypnotize, facinate songs. Plus, they have access to great buffs, and a little bit of healing.
Sorcerors and Wizards also do very very well at controlling enemies, probably moreso than a bard, due to the variety of "fog" and controlling spells they get. PLus, they have plenty of fun buffs to play with.
Clerics can buff, but not to the same degree as bards (Or even wizard/sorcerors), and are much better healers than bards, but have very little in the way of crowd control as you described it. Greater Command and Hold Person come to mind, but thats about the extent of it

Greater Command is a cleric spell but it probably doesn't do what you think it does.
I think Brennie's suggestion is pretty good and you should try a bard (Virtuoso or Spellsinger). Pick a default path, and wait till you get a better understanding of the game before you try to customize your own build.

Well, if you want to use spells and spell-like effects to tic off the monsters then you could make several choices. Bard, cleric, sorcerer and wizard all come to mind. So do paladin and ranger.
Command and Greater Command cause your target to fall to the ground. That isn't as much fun as Hold Person and Hold Monster -- which leaves them standing upright frozen in place for a short while. Those are not as much fun as turning them into statues, er, I mean Flesh to Stone.
Of course, none of that compares to getting a few of them to fight on your side with Charm Person, Charm Monster or Dominate Person. And, let's not forget Control Undead.
Now, Command and Greater Command are cleric spells. And being a cleric is fine if you want to be popular and get invited to all the good parties. :)
But, if you really want to tic monsters off, toss out a few buffs AND still be useful to the party then consider Wizard!
Yep, that guy in the robes with the funny pointy hat and rabid squirrel, I mean familiar.
Of course DDO doesn't have pointy hats or familiars, but that's a different issue. :D
