Question about TWF and Weapon Finesse

Does the racial enhancement +Dex count toward the base that will enable the line of twf? Or do i have to have 17 base? Cause as a rogue I get 3 class increases and as an elf i get 2.

As an alternate question does the +Dex count when taking the +to hit bonus if I actually did take weapon finesse?

I am trying to figure out a way to minimize dexterity needs if im gonna go strength build... or figure out a way to maximize dex build if weapon finesse takes racial and class mods into consideration...

Nope, what you start with counts, tomes count, and what you add when you level up at 4, 8, 12, 16, 20 counts.

But except for qualifying for other character options, bonuses to dexterity apply to every other use of dex.

Certain ranger levels get you twf feats free. 2 ranger gets you twf 6 ranger gets you ITWF, and 11 ranger gets you GTWF. Ranger might be the way to go if you want to dump dex and still have the twf line. Rogs have to start with a min of 13 dex to get the full line and not have to use lvl up points. Even then it will be a long time before you get the +4 tome to get the line, most start with 15 and use a +2 tome at some point.

yes but im really still looking for that sneak attack damage and traps

It is more than possible to get all needed traps starting with an 8 int. I wouldn't go that low on your first rogue, but if you were planning on going with more than ~12-14 just for the traps I would consider it a waste.
