I know that the difficulty affects the scaling. But does the number of players in the party affect the scaling as well? For example, if difficulty is the same, would a dungeon entered by a group of 3 players have the same number/difficulty of monsters as if the dungeon was entered by only 1 person or would the 3 player party be facing more numerous/tougher mobs?

iirc, normal scales to a minimum one person, a lot. Hard scales to a minimum 4 people, noticeably. Elite and raids do not scale.

on both normal and hard the monsters get much wimpier as your party gets smaller. Sadly, since the EU release its usually easier to beat them with 1 player than 6
