It depends on what level you run the quest on too. If it's a level 4 quest, and you run it on elite, that makes it a level 6 quest, so you can run it with level 8 characters with no xp reduction.

I was running a level 4 on elite last night with a level 8 and it gave us an exp reduction, that's why I'm asking.

Unless it's been changed (I haven't paid much attention), you get an XP penalty as soon as someone is higher than the quest level (+1 for hard, +2 for elite).

If you are in a party with someone who is 4 levels above yours you take a 50% xp hit. I think at 5 higher (uncertain for sure) you end up getting no exp at all.
