"Problem" with my attack

Well, I'm a lvl6 rogue with the weapon finesse feat and 18 in DEX. I have myself equipped with some nicked shortswords (+1) and because of my level I have +4 in attack bonus. I should have +9 attacking, well... I have +17 wielding two swords!!!! Can anyone solve my problem?

PD: Sorry if I spelled something wrong, I'm spanish.

Fluctuating probably means you're moving - moving without Spring Attack gives you a -4 to hit only while doing so.

Higher bonuses likely mean you're being buffed by something. Any bards around?

Well... I've just read the adjustments after the maintenance shutdown. It's all clear now. Thank you for answering Riorik =)
