Likely a noobish question

I seem to remember when I first started playing everybody's names floated above their heads when around town. Including NPCs. Currently, they don't. I looked for a setting that changed that, but I was unable to find anything. I would like the floaty names back, assuming I'm not imagining things. Any way to do that?
