Strange Graphic/Latency problem

When in game all characters and my toon are rigid w/ their arms held up. All can move and interact, but move in frozen stance. My latency is unusually high. I have 1mbps connect speed, and all my other games seem to work fine. Any ideas? Anyone?

Also if you have "Turbine Download Manager" (TDM) installed try running the "Validate & Repair" from the options menu.
