About missing with weapons.

Hey,
I have a very basic knowledge about DnD and there are some thing I'd like to know about this game. Well I'm a (pure) rogue and what's bothering me, is that I'm missing too much with my weapon. I'm using 1 rapier. I thought that weapon finesse could increase my hit chances, but the thing is that I can't find that skill anywhere. Also I'd like to use dual wield in the future, but i couldn't find/see two weapon fighting feat either. My rogues DEX is 16+3. My question is, how do I get to choose these feats?

weapon finesse needs bab+1, rogues have bab+0 at lvl1 thats why you didnt see it on creation
you can get it once you get another feat which is 3 6 12 15 and 18
for the twf feat you only need a base dex of 15 which you seem to have (note, only base and tomes count here, no items or enhancements) so that looks strange

My bab is +2 already (I'm lvl 3). Could both of these feats be bugged on me somehow?

You need 15 dex to be allowed to take it. All of that dex must be base dex - just original ability score and tomes (or cakes). Level ups at 4,8,12 etc also count, but since you're only 3rd, they aren't applicable. Items and enhancements don't count.

So, upon achieving your 3rd level, if you had 15 base dex, you should have been offered the feat. If not:

Click on the character sheet box in the interface bar.
Click on the "Feats" Tab
At the bottom of the feats window, there is a "Show Unavailable" box.
Make sure it is checked.
Scroll down the list of feats until you see "Two Weapon Fighting"
Mose over it.
The prerequisites will show up green if you meet them, and red if you don't.

I just found out, my dex is 14... It said 17+3 and I thought it is 20 total, but actually my base is 14. But I should still be able to get weapon finesse. Can the problem be, that I have followed my path upon levelling and I haven't got the chance to actually choose what I want?

if your base dex is only 14 then you cant shoose two weapon fighting, youll need either a +1 tome or a lvlup into dex

for the path: the pathes are just a template which chooses feats and such for you, if you leave it you just have to make options yourself later, so you wont loose out anything. and you should be able to pick up weapon finesse at 3, yes
