1. If you have the bank account can you use it to transfer items between you characters?

2. Is the INT level needed to open runes your base INT or your INT with enhancements?

1: there is a shared bank feature which is a vip or purchasable (via store for f2p) feature, otherwise use the mail to transfer between characters

2: all runes/levers etc use your effective (eg, with spells enhancements etc) statistic, very few things (mostly qualifying for feats etc) use your base statistics.
