Simple answer: Yes

Complicated answer: Yes, but the bonuses don't appear to be linear i.e. it doesn't appear to give you 10% (tempest) + 25% (Haste) + 15% (Rogue boost) = 50% increased attack speed.

Is it still worth it? You betcha. Haste boost is arguably the best boost in the game.
