No +17 skill items

ha ha, Min Level 17. The Min Level went up, but the loot stayed the same.... that is the ultimate way of diluting the loot-tables!

There were already min level +15 skill items that were RR and still ML 15 ... its like someone put in an entry for +17 and then typed +15 into the useful fields :D
