Am I reading this right 46 high lvl quests?
6 low lvl quests?
2 quests in the hills?

I belive its 6 high level quests, the rest sounds right.

It's based on one's definition of a "quest". Turbine's definition varies somewhat from ours.

But, as per the notes, the actual breakdown looks to be:
- 6 quests
- 39 wilderness "quests" (which can include explorer, slayer, rares, etc. - so one zone could technically have 6 or more "quests" from that)
- 1 raid

that is 46....

39 wilderness quests refers to explorers/slayers/rares in the adventure area, not actual dungeons.

Yeah, that 39 quest thing is annoying and borderline false (it's a PR technicality, I guess, but no one who plays DDO is likely to call them quests...)

There are:

High level: 6 quests, 1 multi-part raid, 1 outdoor area, 1 public hangout zone (Amrath)

Mid Level (well, "old DDO" mid-level, like lvls 4-8): Sharn Syndicate, 6 quests that are pretty sweet.

Low Level: 2 new quests in the Cerulean Hills, both excellent as well.

So, that's a total of 14 new quests, 1 new multipart raid, 1 outdoor area, 1 public hangout.

Not all of them, but many of the new Shavarath quests have multiple ways to achieve success. For example, there are a handful of different "trials" you can go through in Genesis Point to win.

High end leveling will still be in need of new high-end quests, though, which is part of the reason I think Turbine plans to get Update 1 out as soon as possible. And by "need", I mean "it'll be better to have more options, gonna be a bit of a grind to 20."
