Quick character gen and 32pt Builds

I just returned to the game and used the NPE quick setup to build a 32pt Tempest Ranger.

It was only at level 2 that I realized it was a 28pt build!

The quick character generation should either warn users about this problem, or not run if you have unlocked 32pt builds.

It certainly should NOT create a 28pt char on a 32pt account.
