Yes I am a DDO veteran with 2.5 years of experience and yes I am still a noob when it comes to builds.

I have started a Halfling Rogue (currently level 2), my hope is to keep him pure and eventually become an assassin build....my current concern is that he cannot hit anything maybe 3 out of 10 attempts actually hit. What are the most important components for this type of build to improve his to hit ratio?

Knowing your stats and feats selected would be a good start.

If you have a high Dexterity, you should consider getting Weapon Finesse and use finessable weapons to apply your Dexterity to the attack roll instead of Strength. There is a set in Korthos that gives you +2 to attack rolls and will be useful for the first levels. There is a halfing enhancement that will give you extra attack on top of the regular +2 while flanking.

You are missing Weapon Finess.

Take that as your 3rd level feat.
