Welp, after much review i decided not to creat an assassin rogue, but an acrobat instead. im going to follow these build guides:

13/6/1 seems very cool, high ac, rogue sneak atk, acrobat II by mod 9.

You could mix http://forums.ddo.com/showthread.php?t=153589 up to be a Halfling, but you'd be pretty low on HP.

that was the build i was going to use, but they "convinced" me that halfling is better. if im gonna mke halfling ill go pure rog. cant really apply that build to halfling

Why would you go pure rogue with a halfling?

I'm making a STR based halfling, gonna be 14 Rog/2 Ftr. No reason not to splash. You basically can either go 16/3/1 or 18/2. Those are the typical splits.

well, i would go pure simply for the full sneak attack dmg because the primary dps from halfling rogues is their sneak attack dmg. i could afford 1 lvl splash for full sneak atk dmg. but as ive said b4, no idea on how to build a halfling rog.

You want TWF? STR or DEX based?

well... i think i would go dex built, definately want TwF. 15/1 with ftr or barb as the multiclass. not really sure which puts out more dps between the two. also just ran into this build:

caught my interests but no clue on how that would turn out for me. plus its tri-classed and acrobat.

still dont know how that would turn out either, and once again its acrobat...
