the spell states "+1 luck bonus then +1 for evey 3 levels after 3rd" so.... +1 at 1st +1 at 6th, +1 at 9th, +1 at 12th, +1 at 15th for a total of +5 correct? So why does it only give me +3 when i cast it, I dont have any other luck bonus equipped? So wuz up? anyone know?

yup ... Thats the rule from D&D even.
Though, it would be wicked sweet if they removed/raised that cap in DDO. It is self only after all. :D

Divine Favor used to scale as you suggest, but was nerf'd early in the game supposively at WotC's request. Frankly, the way the game has gone it was a serious dis-service to Clerics & Paladins (and now Favored Souls) and should be changed back.
Divine Might (and for that matter Divine Power) works completely different.
