Obtaining 1750 Favor

I'm sure this is a repeat question but I've seen conflicting information. To unlock the 32 point build you need to obtain 1750 favor. But is that 1750 with one character or one server?

You need one character per server with 1750 favor to unlock 32 point builds on that server.

One character per server but....

If you transfer a character with 1750 favor to a new server and then earn even 1 more point of favor you will unlock the 32 point build on the new server. Costs a bit of real money but might be worth it depending on how you feel about farming favor.
