Ive been playing a rogue/Ranger and ive been using 2 Long swords. I was wondering is it better to use weapons that are light like daggers, scythes, ect.. ???

If you are able to hit on a 2 then penality is not hurting you. If you find yourself missing alot then you need to go with something with no extra penalty to use in your offhand

Moving on then.
When you TWF with two regular size weapons you recieve a -4 penalty to hit in each hand UNLESS you have the 'Oversized Two-Weapon Fighting' feat. If you were to wield a light weapon in your off-hand, you would only receive a -2 penalty to attack, in each hand.
You receive no bonus from using two light weapons, unless you are a finesse character, in which case you'll have to use a light weapon or a rapier if you want to actually hit your target.
That being said, unless you have a compelling reason to use Longswords, I would suggest going with dual Knopesh or dual if you don't have the feat for 'EWP: Khopesh'. Lacking the feat for Khopesh, and you need the extra to hit I'd also recommend Scimitar/Kukri

Dagger
Handaxe
Kama
Kukri
Sickle
Light Mace
Light Hammer
Light Pick
Short Sword

This is the penalty table as per D20SRD:
Normal: -6/-10
Light Off-hand Weapon: -4/-8
TWF Feat: -4/-4
TWF + Light Off-hand Weapon: -2/-2
Take that as a starting point then test in-game, I'm pretty sure it follows these numbers. I assume OTWF with 2 khopeshes would produce -2/-2 as per the bottom row of the table...

Yes... you will be proficient in Khopesh, but you will still receive a penalty for having a large weapon in your off-hand.
Personally, if you have the Improved Crit: Slash feat, I recommend wielding a Longsword or Scimitar in the main hand, and a kukri in the off-hand. If you have Imp Crit Pierce, put a rapier in one hand, and a shortsword in the off-hand.

Yes, you will still need the Oversized Two Weapon Fighting Feat to only recieve -2/-2 not -4/-4 .. Keep in mind though, none of us can play your character. Do you honestly think an extra +2 to hit is enough to make or break your character? If it is? don't go khopesh .. Go Longsword/Kukri or Scimitar/Kukri

If i had the Oversized weapon feat and two weapon fighting. When i use say a scimitar in my main hand and a light in my off hand will i still recieve a penalty?

what race are u and are u str based ?
if u have the otwf feat u can use two large weapons and not receive a penalty

If you OTWF, you can use two large weapons with the -2/-2 penalty.
You can never get out of penalties with any sort of two-weapon under current game rules and feats. You can just minimize them.
