Agreed with Valorik, drop TWD and pick up improved critical: piercing. Save OTWF for level 18 (when Tempest III is available) and pick up power attack. There are times you need to push out the DPS and your AC is less important.

An elf ranger can GTWF with greensteel rapiers for serious damage. Having a 15-20 critical range with each hand quickly adds up. Consider that each crit is doubling the elf damage bonus and favored enemy bonus and ideally adding +3d6 good burst and blast as well.

Oversized TWF feat removes the -2 attack penalty that each hand incurs when the elf fights with two rapiers. That -2 is added to -5 from power attack or combat expertise feats for -7 on all attacks. Many DDO monsters have AC better than 40. If you miss with the early attacks in the attack sequence you will lose out on a lot of damage.

With your 2 monk levels you can take the Animal Path enhancement that gives +2 attack bonus when attacking from a flank position. If your ranger isn't tanking this is a great way to assure you will land almost all of your attacks and possibly not need the Oversized TWF feat.
