A little confused

I wanted to make a TWF Drow fighter with finesse to take advantage of how easy it is to get high dex on drow. Does the max dex multiplier on med/heavy armor count for finesse attack rating or only for AC bonus from dex?.

only on your dex for your ac

Maximum Dexterity Bonus on armor only applies to Armor Class. Reflex saves and attack bonus are unaffected.

Just remember:

You can have a high DEX without needing to go "DEX-based" and without gimping your STR.
