Min Dex For Tempest III?

Can you build a Str based ranger with a starting 13 Dex and still achieve Tempest III ie Superior Two Weapon Fighting (without tomes or Stat level up points into Dex?). ie base 13 Dex at level 18?

Yes, you can.

Yes, you will not need to meet the dex requirements that STWF would normally have, just as you do not have to for TWF, ITWF and Gr.TWF.

I was sure that it stated as much just wanted confirmation it was not a mistake before i started any Ranger Str builds. Thx for the quick replys!

You could also start with A starting DEX of 11 and eat a +2 tome and still reach STWF.

Or starting DEX 10 and count on the +3 tomes that will fall once the cap goes up.
