Kk i got the cicic and the sauhagen preist so whaere is the last of the rare. I cand find that guy for nothing i could realy use a local for him

The last rare is an ice mephit. You can run into him when you run to the quest (forget the name) where you encounter Jacoby resurrected.

He spawns in the "ice ravine" (you'll know when you see it on the map).
