Going forward does anyone know how this scenario will work?
If I have a level 14 Barbarain/6 Ranger and I do not get my ranger 6th until I reach 20th level can I swap may existing feat Improved Critical: Blunt for Greater Two Weapon fighting?

The answer used to be "No", but it turns out that it is a "Yes".
Fred apparently looks at three things:
1. Do you meet the ability score pre-requisites?
2. Do you meet the feat pre-requisites?
3. Do you meet the BAB pre-requisite at the level you are swapping the feat.
So, if you received Improved Critical at L12, then get Improved Two-weapon Fighting at L20, and you have a base 17 Dex, you can swap out Improved Critical for Greater Two-weapon Fighting.

That was what I am looking. The answere to all those questions is yes (I actually already have GTWF). Has this been verified? And if this is right In mod 9 this will cost me 30 Dragon Shards? 20 at before I level to 20 to swap STWF and GTWF my too one useless feat and 1 useful feat then 10 Dragon Shards at level 20 after I get tempest to swap my one useless feat for GTWF.

If this info is wrong what would be better for fast attacking
Tempest 1 with no GTWF or Kensi 1 with GTWF and Haste Booste 2?

Losing GTWF results in a 20% decrease in your attacks/round so you'd be better off at Kensai 1. Why would you lose GTWF when going Tempest, anyway? Feat starved? And remember, if you do go tempest ranger with your build and already have the TWF feats taken, you're going to have to drop each one individually, taking a Sib shard and 3 days between each time.

I know about the Dragonshards and mod9 change and that what I am contemplating 30 Dragon Shards (not 1) to try and fit GTWF or the easy way and going kensi (or maybe rouge and evasion).

I think you've misunderstood the post mod 9 Dragonshards a bit...It'll actually take something like 120 shards to do what you want.
Feat Respec costs now follow a standardized (level ^ 3) * 100 gold piece formula. An Exceptional Siberys Dragonshard is now required to respec feats for characters of levels 13 - 16, and a Flawless Siberys Dragonshard is required to respec feats for characters of levels 17 - 20. These can be found in treasure, or created at a Stone of Change through Dragonshard combination.

After Mod 9 hits live 13-16 will require Exceptional shards. Each stack of 10 Normal Shards = 1 Exceptional in the stone of change. Swapping at 20 will require a Flawless Shard which will require 10 Exceptional to craft (10 Exceptional = 100 Regular). Of course the shards might be readily available, no real way to know for certain.

Well I think that about seals the deal for me 30 Dragonshards would have been obtainable with some work but 120+ is too much of a grind. Now only choice is Kensi 1 or Rog2/Fgt 4 or Rog 6 Assasian 1.

Bah considering 10K plat is a big chunk of change for me currently I can't see me being able to afford the big ones for quite some time. I know I could grind out the shards eventually but I don't like to grind I like to play.

Hmmm...Just to throw this out there I usually end up with 10k plus from sales in a bad Shroud run. That's just brokering off the fodder, doesn't include any AH appropriate items.

Maybe once or if I start runing shroud regularly I will have that problem too.

It will take a while to make one of these new-fangled dragonshards, to be sure, but for characters low on cash it will be quite welcome. As for me, I'm going to get all of my feats re-done before the mod hits.

I also want a tempest barb with barb rage crit II and everything else specced out,
What id start doing now is respecing feats asap mind, you will lose improved 2 weapon fighting and greater 2 weapon fighting temporarily for dodge,and the other stuff but remember at ranger lvl 6 you will get improved 2 weapon fighting for free
So Im going the gimp now God tomorrow technique instead of paying for all those shards
I myself picked wf so its a little more difficult for me ;)

Can anyone confirm this is how it currently is with mod 9? I'm thinking of making a 13/6/1, but I'd rather get the first 10 levels of rogue earlier instead of later. I don't care about getting Tempest late (if at all). So I'm looking at something like:
1 Rogue
2-3 Ranger (free TWF)
4-12 Rogue
13 monk
14-15 Ranger
16 Rogue
17-18 Ranger (free ITWF)
19-20 Rogue
Since I won't get ranger ITWF until 18, I'd take it at level 9. Then Improved Crit at 12. Then GTWF at 15. Then Spring Attack at 18.
So at level 18, I'll have ranger6 and get the free ITWF. Can I then swap out level 9's ITWF for whatever, (let's say UMD or Power Attack), without having to first swap out level 15's GTWF?
