tomes and redoing of skill points

If I eat an INT tome at, say, lvl 10, then I go to Fred for the skill respec at lvl 16 - do I get the INT bonus to skill points for all lvls or just from lvl 10 on?

Fred does not respec skills, he respecs feats. There is no way to respec skills ingame as of now.
