100 Flawed Dragonshard Siberys -> 10 Imperfect Siberys Dragonshards (Levels 5-8)
100 Imperfect Dragonshards Siberys -> 10 Siberys Dragonshards (Levels 9-12)
100 Siberys Dragonshards -> 10 Exceptional Siberys Dragonshards (Levels 13-16)
10 Siberys Dragonshards -> 1 Exceptional Siberys Dragonshard (Levels 13-16)
10 Exceptional Siberys Dragonshards -> 1 Flawless Siberys Dragonshard (Levels 17-20)

1000 Tiny Khyber Dragonshards (10HD) -> 200 Small Khyber Dragonshards (20HD)
1000 Small Khyber Dragonshards (20HD) -> 400 Average Khyber Dragonshards (30HD)

Drop chances of many of these ingredients have been increased, and there are some unscrupulous merchants that sell Tiny Khyber Dragonshards for their own nefarious purposes.

Off by an order of magnitude. 1,000,000 frags -> 10,000 Flawed -> 1,000 Imperfect -> 100 Siberys -> 10 Exceptional -> 1 Flawless

More realistically, people are pulling 5+ Siberys shards from chests on Lammania. It is likely the frags will become incidental.
