nope..but you can get an additional +3 exceptional bonus to skills

No, its the same bonus. However, +1 and +2 tiers do stack with items, and each other even for a total of +3

No. They are both enhancement bonuses, which do not stack with each other, whether from spells (Bull's Str), items (Ogre Power x), or Shroud items.

The +1 and +2 exception stat bonuses on Shroud weapons stack with both enhancement bonuses and each other--Turbine has explained that exceptional bonuses will stack with other exceptional bonuses as long as they are not the same value. As such, +1 will stack with +2, but two +1s will not stack together. The same goes for exceptional HP and SP items, resists, etc...

I believe he was referring to stat bonus not skill bonus. Maybe you could concern yourself less with literal semantics and more with context.
