Easily, at high levels.

Depends on what level you're talking about. At level 16, when I go into AC mode on my rogue, she hits fine with CE activated. Don't expect to hit the broad side of a barn, though, if the rogue in question is low level.

Just remember that there are ways to offset the penalties. CE maxes out at -5 attack for +5 AC. Usually fighters seem to turn this on after level 6 when their BAB exceeds the penalty. For rogues, your BAB doesn't hit +5 until later levels, +6 at level 8.
As a rogue, look for flanking attacks that will grant you a +2 attack bonus. This means moving behind the mobs that the fighters are attacking. To often I watch the rogue standing in the fighter's shadow while attacking. If you're generating sneak attacks, you can add attack bonuses through your enhancement line. You can also try for +5 weapons instead of +1's with a lot of other bonuses. Add other buffs, heroism, greater heroism, prayers, bard songs, etc. to mitigate the penalty associated with CE. Note that many of the large bonus buffs are obtained at higher levels, but there are still a few that you can use a low levels.

Lol! A rogue with intimidate. That would be awesome, especially when running with other rogues. You intimidate. Sneak attacks all around. Which then pulls agro off of you, freeing you up for sneak attacks all around you. Hmm. That would be fun.

If you can afford it I think that'd be great. Maybe some further help here:

Somebody linked to my build! I am officially UBER!!!! :)
But actually, it was some questions Deadz asked when he just a wee newb that gave me the inspiration for that build, so I'm pretty sure he's seen it. He may not have realized how awesome it was, though. :)
Oh, btw, today is Break-Your-Arm-Patting-Yourself-On-The-Back Day, in case anyone didn't know.

ya, i'm level 16 and dropping CE. one reason i have noticed is the named orthon in shroud if you fight him on hard or elite, you may have to turn CE off. my rogue is a strength build so i usually go up to fight him alone. i was noticed i was missing even without CE on so i had to switch to my Breastplate of Destruction. i was fighting him with +5 greensteel weapons and wearing Tumbleweed which gives +2 to hit by the way dual wielding and my strength is 28 so i am dropping it for toughness. i will probably use that more imo. hit points are good.
i'm very concerned with my rogues never missing anything they hit so i may even take weapon focus for the +1 to hit. it's just question of priorities. i'm sure the new mod mobs will have higher armor classes in some cases especially on hard and elite. i hate missing. my rogue can take hits, that's not the problem so i'm dropping it for now. hell, after i crippling strike them they won't hit me anyway.

Bah, you're only level seven, don't break that arm off just yet.
